There can often be a surprising amount of overlap between (A) “corporate integration” programs and (B) other “corporate tax reform” proposals which may be either broader or narrower in range. Suppose we put Toder-Viard 2016 in Group B, than in Group A fairly, even though it could be placed in either really. In any plan that lowers the entity-level corporate rate, one faces the question of whether, and if so how, to attempt to shell out the dough.
